Almost certainly not.
Unlike many similar claims this is remarkably easy to test and yet no one has ever demonstrated under controlled conditions that they have the ability to do this. Even before you would consider taking this claim to be publicly verified all that would be required to test this is to have subjects correctly identify the display of a random number generator in a location they have never physically traveled to. Even more simply, provided the person claims to be able to also control their travel in this proposed state, this could be tested with a mere cell phone camera and with the assistance of someone unknown to the subject by merely calling them and asking them to write down a series random numbers and simply give the subject directions and ask them to travel there while they physically remain in front of you.
Additionally there simply is no plausible way to do so as there is little, if any, reason left to believe humans have souls which are a separate entity from the body. For instance the fact that physical damage done to the brain changes the personality or cognitive abilities of the person injured is one of many very strong pieces of evidence against the existence of souls. If it were true that “you” existed in some ethereal form we wouldn’t expect to see this. Moreover split-brain patients can exhibit two separate personalities and there is simply no plausible soul theory explanation that would fit this observed phenomena.
